Mass Market
Most Microsoft technologies, products, and services qualify for the Mass Market status as defined by the “Cryptography Note” of the Commerce Control List (CCL). Mass Market encryption commodity software products are subject to notification and review requirements by BIS depending on their characteristics.
Microsoft secures required registrations of Mass Market products prior to their release to market. Mass Market encryption software products are classified with ECCN 5D992 and with the exception of embargoed countries, they may be exported without further license in respect to EAR. If no license is required, the exported item is marked as No License Required (NLR).
CCATS (Commodity Classification Automated Tracking System) and ERN (Encryption Registration Number)
The Commodity Classification Automated Tracking System number (CCATS) is registration number assigned to items whose classification against the Commerce Control List (CCL) was established by a BIS review under the EAR.
Microsoft provides the CCATS number for its products when applicable so that exporters may use it for their export operations as required.
As the producer of software commodity products filing encryption registrations, self-classification reports or commodity classification for its products with BIS, Microsoft has been assigned an Encryption Registration Number (ERN).
Microsoft’s ERN is R100177.
